Trump OKs disaster relief for North Carolina

Hurricane Florence

WILMINGTON, North Carolina - A group of firefighters in Wilmington, North Carolina, knelt and prayed outside the home where a mother and her infant died when a tree fell Friday. Two men died in Lenoir County, one electrocuted attempting to connect extension cords and the other killed when he was blown down by high winds while checking on his hunting dogs.

"Five deaths have been confirmed as related to the devastating storm and more are under investigation", Cooper said.

It may be hard to believe.but there's MUCH more rain to come.

The enormous storm crept at a 6 miles per hour pace, making it clear that the trouble was just beginning.

New Bern resident Dan Eudy said he and his brother were awakened on Thursday night by the sound of a boat ramming against his front porch. People were stuck in their cars, attics and rooftops, waiting for rescuers in boats.

A friend later tweeted that the woman and her family had been rescued.

Forecasters said the torrents could continue for days, touching off disastrous flooding.

Low-lying coastal areas saw storm surges overtaking dune barriers.

"It has slowed", he said. "We are the region's primary health care provider", she said.

The Weather Channel's Mike Seidel was seemingly battling to stay upright as he filmed a piece in North Carolina - only for two pedestrians to calmly stroll past in the background.

But the size of the storm meant the path didn't really matter.

At 8 a.m. EDT, the Miami-based hurricane center said rainfall will continue to produce catastrophic flash flooding and prolonged significant river flooding. Maximum sustained winds remained at 50 miles per hour (80 kph). "More people now face imminent threat than when the storm was offshore". So far, at least three people have died because of the storm, including a mother and infant who were in a Mercer Avenue house when it was struck by a felled tree.

Power outages increased throughout Friday.

Parts of North and SC were forecast to get as much as 40 inches of rain (1 meter). Super Typhoon Mangkhut was expected to hit an area in the Philippines on Saturday that would affect 5.2 million people. Trying to return too soon, or using drones to survey damage, "can interfere with and delay the work of emergency responders".

More ominously, forecasters said the onslaught on the coast would last for hours and hours because Florence had come nearly to a dead halt at just 3 mph (6 kph) as of midday. "It's an uninvited brute who doesn't want to leave".

Storm surges - the bulge of ocean water pushed ashore by the hurricane - were as high as 10 feet (3 meters).

Eudy said his family stayed in their home partly to protect their house. Five hundred National Guard troops had responded to calls by 11 a.m. Friday. It further provides assistance to individuals for rent payments for emergency lodging, home repairs, payments to cover unemployment caused by the storm and other assistance, the release said. "This is a 500- or 1,000-year event".

Nearly 20,000 residents are taking shelter in 157 emergency shelters according to North Carolina governor Roy Cooper. By Friday morning Florence had already sapped power to almost 450,000 customers in the Carolinas, emergency officials said.

Others who chose to stay at home perhaps regretted their decision. NEW BERN OVERWHELMEDIn New Bern, North Carolina, the storm surge "overwhelmed" the town, located at the confluence of the Neuse and Trent rivers, Cooper said. Additional swiftwater rescue teams were on the way. But don't go back until you get the official all-clear.
