While Puerto Ricans were still dying as a result of the hurricane - due to shortages of electricity and medical care - Trump informed the island's inhabitants that they should be grateful that his efforts had spared them from suffering a "real catastrophe like Katrina".

A report released this summer by the Federal Emergency Management Agency identified deficiencies in the administration's response, including that the agency was not adequately staffed heading into the hurricane season.
