Hurricane Florence swamps Carolinas, threatening record rainfall, punishing winds

People were ordered to evacuate the area ahead of the Category 1 storm, which is expected to result in catastrophic flash floods, life-threatening storm surges and tropical storm-force winds.

Florence could bring wind-driven storm surges of seawater as high as four metres and NHC Director Ken Graham said on Facebook they could push in as far as three kilometres.

Forecasters said conditions will continue to deteriorate as the storm makes its way slowly inland.

Corps staff worked with Army officials to review dams at Fort Bragg in North Carolina and Fort Jackson in SC to "ensure any effects of Florence on those dams are mitigated", said Ray Alexander, the Corps' inter-agency services chief.

"This is a very unsafe storm", said FEMA's Long, urging people still in evacuation zones to heed orders to flee to safer ground.

More than 1.7 million people in the Carolinas and Virginia were warned to evacuate over the past few days, and the homes of about 10 million were under watches or warnings for the hurricane or tropical storm conditions.

Because a large section of the storm will remain over the water, and it's even possible the center drifts back over the ocean, its weakening will be very slow on Friday.

He said there are about 7,000 U.S. military forces now in place and ready to respond to the storm - along with ships, helicopters and high-wheeled vehicles. The highest surge will coincide with high tide.

Parts of the Mid-Atlantic states can also expect heavy rains from what is left of Florence well into next week.

Steve Goldstein of the National Oceanic and Atmospheric Administration said Florence's forward motion had slowed and it was not expected to make landfall in the Carolinas until "some time Friday afternoon, Friday evening or Saturday morning".

The center of the hurricane's eye came ashore at about 0715 EDT near Wrightsville Beach close to Wilmington, North Carolina, with sustained winds of 90 miles per hour (150 kph), the National Hurricane Center (NHC) said. Between both Carolinas, there is a total of 6,400 guardsmen on duty ahead of the storm.
