Weather forecasters say Tropical Storm Chris has reached hurricane strength while moving away from the USA coast in the Atlantic.

The storm was almost stationary early on Tuesday as it churned about 200 miles (322 km) south-southeast of Cape Hatteras, North Carolina with maximum sustained winds of 70 miles per hour (110 km/h), the Miami-based weather forecaster said. Eye formation is typically an indication of winds reaching the minimum hurricane threshold at 74 miles per hour.

The National Weather Service issued a flash-flood watch for Puerto Rico, warning of thunderstorms and wind gusts. It is expected to become a hurricane within the next 24 hours, says FOX 13's meteorologist Dave Osterberg.

Tropical systems are capable of becoming much stronger than higher latitude storms called cyclones because tropical cyclones convert warm ocean water into energy which strengthens the warm core in a hurricanes eye.

Interests along the coast of North Carolina and in Atlantic Canada should monitor the progress of Hurricane Chris. By the time it reaches that far north, it is expected to be moving in excess of 25 miles per hour.

The swells generated by Chris could also cause could cause "life-threatening surf" conditions, according to the National Hurricane Center.
