A concerted effort to win over would-be rebels has been mounted by Downing Street, but Mrs May faces a potentially stormy private meeting with Tory MPs and peers in Parliament on Monday night. In a dig at Boris Johnson, who reportedly said "fuck business" when reacting to claims that some firms would take jobs overseas, and Jeremy Hunt who said it was irresponsible for business to make such warnings, Morgan writes: "The cabinet have very deliberately chosen to listen to business and not swear at them or ask them to keep quiet".

He said the briefings "will massively calm the nerves of people who have been basing their views on the speculation that has been floating around in the media and social media".

Remainer David Morris, MP for Morecambe and Lunesdale, said the package was "realistic" and is "in effect. a common market".

Mr Davis had come close to resigning before, but Mrs May must have hoped the danger of Cabinet resignations had passed after Friday's deal at her official country retreat.

Environment minister and prominent Leave campaigner Michael Gove today insisted Brexit negotiations could end without a deal, in spite of a compromise Cabinet position reached at the end of last week.

"But we'll do it in a way that protects.and enhances our economy for the future", May said.


Commons Leader Andrea Leadsom said: "As a passionate Brexiteer with huge optimism about future as a free trading nation, I agree with the PM that keeping the United Kingdom together is vital".

"We have also agreed a new business-friendly customs model with freedom to strike new trade deals around the world", the British prime minister said, adding that her government would publish a white paper next week to set out more details.

Britain's plan would maintain European Union rules on goods but adopt greater flexibility on services and end free moment of people.

Less hardline Brexiteers have suggested to Sky News that if the PM's proposals - including a common rule book in goods and shared tariff arrangements - were accepted by Brussels it might just be palatable to backbench opinion, but the European Union would ask for more concessions.

Brussels will be reluctant to support any plan which would risk splitting the single market, and ministers appeared to acknowledge this by agreeing to step up preparations for a "no deal" Brexit.

"As a result, we avoid friction in terms of trade, which protects jobs and livelihoods, as well as meeting our commitments in Northern Ireland", she said, referring to the understanding that there should be no border between the Irish Republic, which remains part of the European Union, and Northern Ireland, which pulls out with the rest of the UK.

Taoiseach Leo Varadkar spoke to Mrs May about the plans on Saturday.

"It would amount to the British government tying the hands of British business".

In a blow to the beleaguered prime minister, Davis told May in a letter that the government's proposals for close trade and customs ties "will leave us in at best a weak negotiating position, and possibly an inescapable one".
