Expanding Medicaid to cover more low-income families was a key provision of the Affordable Care Act secured by then-President Barack Obama.

In an interview with WTOP on Wednesday, Northam said work requirements were part of the "give and take on both sides", adding that Virginia will "try to approach it with a carrot rather than a stick".

The House must re-ote on the Senate package, but a similar measure already made it through that chamber and the second vote is expected to follow suit.

Pressure to expand Medicaid accelerated after a wave of Democrats, including Northam, were elected last November. By resisting Medicaid expansion, Virginia has given up approximately $142 million in federal funding every month.

The state Senate passed an initial budget bill at about 5 p.m. but remained on the Senate floor until just past 7 p.m., discussing 19 different amendments - some having to do with Medicaid and some not - to the final budget bill. Democratic Gov. Ralph Northam has signaled he will sign the bill, making the state the 33rd to expand Medicaid under the ACA. Rick Santorum (R), who has a home in Virginia, paid a visit to the Virginia Legislature Wednesday, according to Daily Press reporter Dave Ress.

The House of Delegates voted Wednesday shortly after the state Senate voted in favor of expansion.

Sen. Jill Vogel, R-Upperville, who represents the 27th District, which includes the Winchester area, has been a longtime opponent of Medicaid expansion and voted for a budget that did not include it Tuesday. Able-bodied, childless adults are not eligible, no matter how poor.


The Richmond-Times Dispatch first reported the agreement.

Virginia lawmakers crossed an important hurdle Wednesday, ensuring that, despite years of resistance, the state will become the latest to expand access to Medicaid. "We're talking about a billion dollars every year in reimbursement shortfalls", spokesman Julian Walker said.

Sen. Steve Newman, R-Bedford, had attempted to amend the bill to require approval of a federal waiver by President Donald Trump's administration before Virginia could expand Medicaid.

Norment criticized the spending plan in a statement released after the Senate's final vote. "This budget marks a stark departure, both from the conservative fiscal policies observed by the Commonwealth for generations and in the manner in which it was approved by the General Assembly".

Senate Majority Leader Thomas Norment Jr. lamented the tone of the debate surrounding the Medicaid vote and what he called repeated departures from custom and behavior and a decline in civility.

"We will be ready to resume that fight when we convene for the next regular session in January 2019", he added. As a doctor, I'm so proud of the significant step we've taken together to help Virginians get quality, affordable care. And health clinics are readying for a huge overhaul of how the state delivers cares for the poor. Several anti-expansion Republicans have said the provisions in the state budget are toothless and amount only to a "work suggestion".

Republican holdouts in the Senate saw the carnage previous year when Democrats flipped 15 House seats, but they were insulated since they were not on the ballot. Members of Virginia's hospital community extend honest thanks to all those who have been instrumental in this effort. And a failure by the GOP-led Congress to repeal and replace the health law helped spur several of Virginia's Republican state legislators to flip positions.
