According to the MEA, "It is disturbing that those behind this report have chosen to describe internationally designated and UN-proscribed terrorist entities as "armed groups" and terrorists as "leaders".

The main focus of the report is the human rights situation in the Indian state of Jammu and Kashmir from July 2016 - when large and unprecedented demonstrations erupted after Indian security forces killed the leader of an armed group - to April 2018.

"Our protest and views in the matter have been conveyed unequivocally to the Office of the High Commissioner for Human Rights".

It violated the country's sovereignty and territorial integrity, it said.

Zeid Ra'ad Al Hussein said he would urge the Human Rights Council, which opens a new session next week, "to consider establishing a Commission of Inquiry (COI) to conduct a comprehensive independent global investigation into allegations of human rights violations in Kashmir".


The Foreign Office (FO) in a press release said Pakistan "welcomes the proposal by the UN High Commissioner for Human Rights to establish a Commission of Inquiry for global investigation into human rights violations" in IHK.

The report said that Zeid met with representatives of both governments following an upsurge of violence in July 2016, triggered by India's killing of 22-year-old Hizbul Mujahideen commander Burhan Wani.

"Any action to alter the status of any part of the territory under forcible and illegal occupation of Pakistan has no legal basis whatsoever, and is completely unacceptable", the ministry added.

Amnesty International India said that report reaffirmed the demands of various domestic and international human rights organisations for Indian and Pakistani authorities to deliver justice for past and ongoing human rights abuses.

The spokesman said the entire state of Jammu and Kashmir was a "disputed" territory and its disputed status was enshrined in the relevant United Nations Security Council resolutions. We have repeatedly called upon Pakistan to vacate the occupied territories.

The UN's Office of the High Commissioner for Human Rights also asked Pakistan to end its "misuse" of anti-terror legislation to persecute peaceful activists and quash dissent.

The rights office also said that restrictions on freedom of expression and assembly made it hard to obtain information about conditions in AJK. "This undermines the United Nations -led consensus on zero tolerance to terrorism".

Congress communications in-charge Randeep Surjewala said the report has been prepared without understanding the ground situation in Jammu and Kashmir. Despite the Government of Pakistan's denial of any support for these groups, the report notes that a number of experts have concluded that Pakistan's military continues to support their operations across the Line of Control. We are deeply concerned that individual prejudices are being allowed to undermine the credibility of a United Nations institution.
