Gov. Bruce Rauner proposed Monday reestablishing the loss of life penalty in IL for sure violent criminals.

Trailing his challenger by double digits, Rauner's tossing some red meat to his conservative base.

Gov. Bruce Rauner Monday asked the Illinois General Assembly to reinstate the death penalty for mass murderers and those who kill law enforcement officers.

Rauner's veto expands that waiting period proposal to all gun sales in IL, not just assault weapons. It would apply to people 18 and older who are charged with killing police officers or two or more people. "Individuals who commit mass murder, individuals who choose to murder a law enforcement officer, they deserve to have their life taken". Death penalty murder suspects would have to be convicted by juries "beyond all doubt" - not just 'beyond a reasonable doubt'.

On reinstating the death penalty for cop killers and mass murders, Rauner said: "Few crimes are more heinous than purposeful killings of children and peacekeepers, ". The state is better off without the death penalty, we wrote in 2011, because "Illinois will no longer risk executing an innocent person". "Doing so is in large part why we had so many problems and overturned convictions".


"I don't think it would change how a defense lawyer approaches his or her job", said Jeffrey Urdangen, clinical associate professor of law and director for the Center of Criminal Defense at Northwestern University. "You're saying that some lives are more valuable than other lives, and that's not acceptable".

Rauner narrowly defeated a primary challenge from the right by Jeanne Ives, and he may never win those Republicans back on the issue of opposition to abortion, given his support for expanded abortion funding.

"We want to raise the standard because we recognize legitimate concerns about the death penalty", Rauner said.

Amend the county school facilities sales tax statute to let school administrators use sales tax revenue to hire school resource officers or mental health workers.

Democrats have introduced several proposals to curb gun violence - in response not only to mass shootings elsewhere in the USA but also because of the February 13 fatal shooting in downtown Chicago of police Commander Paul Bauer. But Rauner's bring-back-the-death-penalty cry comes close. The American Civil Liberties Union of IL urged state lawmakers to reject the governor's proposal in a statement released Monday, saying, "Seven years after IL ended the flawed, racially-biased death penalty in our state, Governor Bruce Rauner today used an amendatory veto to write this ineffective system back into law". The Illinois Constitution says the governor may send a bill back "with specific recommendations for change", and Democratic House Speaker Michael Madigan has repeatedly taken a narrow view of that power.
