Brown's office noted shortly before releasing the budget that although "a lot has changed" since his first, $9 billion budget proposal 43 years ago, "the guiding principals in today's revision haven't".

In his January draft budget, Brown proposed a $92 million increase in state funding to the CSU - or 3 percent. This includes $254 million to help counties serve youth with mental illness.

"The only time you get anything done in water is when a Brown is governor", Brown quipped.

On Friday, Cantil-Sakauye issued a statement praising Brown's budget plan.


Brown didn't increase the amount he wants to go into reserves.

They're also reminding Californians of one of their political touchpoints this June: the passage of a statewide gas tax, which they're hoping to repeal.

"If you do your part, I'll do my part and California will continue as the most interesting, innovative, prosperous state and with a reliable water supply and decent respect for other species and habitats that make our state so lovely", he said.

Gov. Jerry Brown says it's easy to get "giddy" over California's projected budget surplus, but says he's determined to leave the most responsible fiscal condition he can for his successor.

Brown has proposed saving $5.8 billion of the surplus, roughly two-thirds, and spending $2 billion to tackle a $20 billion backlog of maintenance projects, including levees in need of fix. But Brown, who won voter approval to raise sales and income taxes after taking office, crafted his latest spending proposal with the next economic downturn in mind.

Sen. Jeff Stone, R-La Quinta, lauded the governor for "fiscal restraint and placing most of the projected budget surplus into the rainy day fund".

But he's facing pressure to boost funding on a wide variety of legislative priorities including higher education, child care and firefighting.

Democratic legislators have pushed for Brown to spend more money on programs for the poor and a plan to expand Medi-Cal to undocumented immigrants in the state.

"I'm hard-pressed to accept the conventional wisdom that California has a "budget surplus" of a few billion when the state is staring down more than $200 billion in outstanding debt and liabilities", Melendez said.

The governor is proposing putting about $4 billion of the surplus into one-time expenditures, including $2 billion to help state universities, facilities and courts tackle years of deferred infrastructure maintenance.

His revised spending plan to be published Friday will kick off a month of negotiations with the Legislature about how to spend a growing budget surplus. Even since January, the projected surplus has swelled by almost $3 billion. "We had record revenues come in largely as a result of increased income taxes and record-high capital gains taxes, and it is imperative that we do not use this unexpected boost in taxpayer dollars to fund new, expansive programs".

Brown has consistently warned that California is riding a wave of economic growth and the budgetary good times will eventually end. "Failure to fully invest in our institutions of higher education hurts current students and also forces universities to turn away thousands of students who are qualified for admission".
