Grenfell disaster probe 'finds race to the bottom' in buildings safety practices

A report on United Kingdom building regulations set up after the Grenfell Tower tragedy found "deep flaws" in the rules but stopped short of calling for a ban on cladding, the combustible material blamed for contributing to the fire that killed 71 people in London last June.

The causes of the Grenfell Tower fire are the subject of an inquiry which is due to start public hearings next week.

RIBA, the Royal Institute of British Architects, warned the government last month that the review would not deliver the necessary changes, adding that it wanted a full banning on cladding, a requirement for sprinklers to be fitted and the addition of a second escape route for high-rise residential buildings.

Following the fire, cladding on hundreds of buildings failed safety tests.

His move comes as Dame Judith Hackitt, author of a review of the building regulations regime published this morning, faced immediate criticism for stopping short of announcing a ban. The prime minister said on Wednesday the government would spend £400m to help councils and registered social landlords strip it off, suggesting ministers consider it unacceptable.

"I will continue to stand with the Grenfell families and will continue to call for an outright ban on any combustible materials", he said.

But Labour MP and Grenfell campaigner David Lammy branded her report "a betrayal and a whitewash".


Dame Judith Hackitt, the engineer asked to review building rules by ministers, is instead likely to call for a new system for managing building safety. "We are disappointed and saddened that she didn't listen to us and she didn't listen to other experts".

The report says a new Joint Competent Authority (JCA) made up of Local Authority Building Standards, fire and rescue authorities and the Health and Safety Executive will oversee better management of safety risks in these buildings (through safety cases) across their entire life cycle. "The cladding on the Grenfell Tower was deemed to be limited combustibility.it must be banned".

She continued: "If this had been in place prior to Grenfell, I do not believe the cladding that was put on Grenfell would have got through the system in the first place".

She also said people in the industry did not know who was in charge, that enforcement was patchy and penalties were so small as to be ineffective.

But it is understood her report will find building regulations are complex, confusing and not fit for objective, the BBC's home affairs correspondent Tom Symonds said.

- Clearer roles and responsibilities throughout the design and construction process, as well as during a building's occupation.

The report proposes a new regulator and regulatory framework as well as strengthened enforcement powers and improved rights for residents.
