Though the Russian authorities have instructed all Internet Service Providers in Russia to comply with the court ruling, the court decision could still be appealed within a 30 days period.

Last Friday, Tagansky District Court ordered access to internet messenger Telegram to be blocked after the company's managers repeatedly refused to hand over encryption keys to its clients' correspondence to Russia's Federal Security Service, as required under Russian data protection law.

As well as being popular with journalists and members of Russia's political opposition, Telegram is also used by the Kremlin to communicate with reporters and arrange regular conference calls with President Vladimir Putin's spokesman. "The issue of correspondents' right to privacy is on the agenda now", Chikov wrote on his Telegram channel. Writing on Vkontakte, the social media platform he founded that is now under state control, Durov said the decision harms Russia's national security as users will switch to WhatsApp and Facebook which are "controlled from the USA". Russian Federation isn't the only country banning the use of Telegram app, In China, the app has remained block since 2015 following a series of anti-government protest which was conducted using Telegram.

The court's decision followed the legal action against Telegram that had been requested by the Russian Federal Security Service (FSB), which had previously asked Telegram Durov to provide the agency with encryption keys in an effort to deter terror attacks in Russia since the messenger is believed to be widely used by terrorists. Iran has also banned the Telegram service although it was later removed on January 13.

Telegram was unavailable to users on Monday for a short time but was back online later in the day.

There are some of you guys who might be familiar with the Telegram messaging app. We strongly suggest seeking advice from your own financial, investment, tax, or legal adviser.
