Soviet chemist Vil Mirzayanov, who is considered one of the creators of Novichok nerve agent, said that the poison has a high water resistance - that is, it loses its chemical properties on contact with water.

Russian Federation has consistently denied its involvement.

The OPCW did not explicitly name Novichok in its published summary, say where the poison may have come from or assign blame for the attack.

"Only an idiot would've used this substance in humid conditions", he declared.

Testing by OPCW laboratories, the details of which were kept confidential, also found the substance used in Salisbury to be of "a high purity", which supports the British government's assertion that a state was involved.

"A month has passed, yet nobody has seen them yet", Maria Zakharova, a Russian Foreign Ministry spokeswoman, told reporters in Moscow. London promptly accused Moscow of orchestrating a deadly attack with what United Kingdom experts claim was the A234 nerve agent.

Russian Federation has said it does not have such nerve agents and President Vladimir Putin said it was nonsense to think that Moscow would have poisoned the Skripals.


The worldwide chemical weapons watchdog has said an analysis of samples gathered from Sergei Skripal, Yulia Skripal and detective sergeant Nick Bailey - the officer affected during the emergency response - confirmed the U.K.'s assessment of the incident.

"We therefore continue to judge that only Russia has the technical means, operational experience and motive for the attack on the Skripals and that it is highly likely that the Russian state was responsible".

"With no possibility to verify it, the publication by the Metropolitan Police raises new questions rather than gives answers", the embassy said.

Juergen Hardt, foreign policy spokesman for Chancellor Angela Merkel's conservatives, said the report provided certainty that the Skripals were poisoned by Novichok.

At the same time, Russian Federation stepped up demands for diplomatic access to Skripal, who remains hospitalized, and his daughter, who is continuing her recovery in an undisclosed location after having been released from a hospital.

Salisbury District Hospital said Sergei Skripal was still in the hospital but showing progress.
