The State Department said Tuesday the grant was still in its early stages, and no equipment or technical assistance has been provided.

Analysts say cutting PA salaries to employees in Gaza would increase discontent, putting further pressure on Hamas.

The delay comes amid continued tense relations between PA chairman Mahmoud Abbas's Fatah faction and Hamas.

The PA has kept paying its tens of thousands of employees in Gaza despite most not going to work since Hamas seized control of the territory in 2007 after the party won legislative elections a year earlier, following which internal tensions almost brought about a civil war.

This is not the first time that Gaza civil servants' salaries have been in apparent jeopardy.

"We remind Israel of its obligations to ensure that excessive force is not employed against protestors and that in the context of a military occupation, as is the case in Gaza, the unjustified and unlawful recourse to firearms by law enforcement resulting in death may amount to a wilful killing, a grave breach of the Fourth Geneva Convention", Throssell said.

The two groups, which have been feuding ever since, signed a reconciliation agreement in October, as part of which Hamas was to transfer power in Gaza by December 1.

Last month, PA president Mahmud Abbas accused Hamas of planning a failed assassination attempt on his prime minister, Rami Hamdallah, during a rare visit to Gaza. Hamas has denied being involved in the attack.
