Trudeau cited investor confidence as one reason to help Kinder Morgan Canada, part of Kinder Morgan Inc, which plans to nearly triple the capacity of its Trans Mountain line from Alberta to the Pacific province of British Columbia.

Canada was told in advance that the U.S., Britain and France were planning to launch airstrikes against Syria, Prime Minister Justin Trudeau said Saturday - but was not asked to participate.

For Horgan the meeting is about reiterating B.C.'s concerns about the impact of a spill of diluted bitumen from the pipeline.

Notley's remarks followed those of Horgan, who says Sunday's meeting did nothing to end his ongoing efforts to block the project.

Freeland described the conversation between Trudeau and Pena Nieto as "a good one", even as she expressed optimism about the state of NAFTA negotiations, which are continuing in Washington this weekend.

Horgan, Notley and Trudeau met on Parliament Hill in hopes of finding a solution to the impasse between the two provinces, which is threatening to kill the expansion project.

Trudeau's vow came after his meeting Sunday with B.C. Premier John Horgan and Alberta Premier Rachel Notley, where the prime minister said his government has the authority to ensure the Trans Mountain pipeline expansion proceeds.

The big questions out of today's meeting seem to be not whether Horgan will back down - that prospect is most unlikely - but whether Ottawa and Alberta are ready to say how far they will go to reassure Kinder Morgan investors. "My responsibility is to defend our coasts and to defend the interests of British Columbians, and I'll do that until I'm no longer the premier", he said.

Finance Minister Bill Morneau was in on the discussions along with Natural Resources Minister Jim Carr.

Justin Trudeau failed to ease the pipeline spat between two Canadian provinces that has spiraled into a political crisis and put a vital Kinder Morgan Inc. project at risk.

"Except they've taken off the table use of the Constitutional Declaratory Power to bring legal certainty, they've taken off the power a...federal government court reference to the Supreme Court of Canada to steal the march on John Horgan's legal delay tactics in British Columbia and they've taken off the table the most obvious leverage the feds have, which is the power of the purse", he said.

- Legislative options - "We are actively pursuing legislative options that will assert, plus reinforce, the government of Canada's jurisdiction in this matter, which we know we clearly have", Mr Trudeau said.

It set a May 31 deadline to get agreement that the project can proceed, notably on construction through B.C. where opposition runs highest.

The sit-down, the first face-to-face between the two leaders since November, comes at a critical time, with Canada, Mexico and the US all looking for a breakthrough in the ongoing effort to update the North American Free Trade Agreement - and Trump's wild-card trade strategies doing little to clear the air.
