China to UN HR commissioner: Respect PH sovereignty

"Given the baseless, unprecedented and outrageous attacks on my person as well as against my administration, engineered by the officials of the United Nations, as well as the attempt by the International Criminal Court prosecutor to place my person within the jurisdiction of the International Criminal Court, in violation of due process and the presumption of innocence expressly guaranteed by the Philippine Constitution and recognized no less by the Rome Statue, I therefore declare and forthwith give notice, as President of the Republic of the Philippines, that the Philippines is withdrawing its ratification of the Rome Statute effective immediately", Duterte said.

On Friday, UN High Commissioner for Human Rights Zeid Ra'ad al-Hussein called on the UN Human Rights Council to take a stand against Duterte's personal vendetta against UN rights officials, who have criticized Manila's war on drugs. "The UN Human Rights Council must take a position".

Roque stressed that the talks between United Nations secretary general Antonio Guterres and Foreign Affairs Secretary Alan Peter Cayetano are still ongoing for the deployment of a special rapporteur to the Philippines.

The Hague-based ICC announced last month it was launching a "preliminary examination" of Duterte's bloody anti-drug crackdown that has drawn worldwide concern.

In a more direct statement, he added, "Relevant sides of the global community, including the Office of the United Nations High Commissioner for Human Rights, shall respect the sovereignty of the Philippines and the will of its people, view the outcomes of the Philippines' fight against drug and terrorism in a comprehensive, unbiased and objective way, and support its efforts to move forward to its human rights cause in light of its national conditions".

"Instead of attacking the messenger, states and other stakeholders should engage and address the human rights concerns raised by mandate-holders", he said in Geneva.

The Palace on Wednesday confirmed that President Rodrigo Duterte has instructed Executive Secretary Salvador Medialdea to issue the International Criminal Court (ICC) a notice of withdrawal.

Duterte's spokesman Harry Roque also said they would refuse a visit by one such rapporteur Agnes Callamard, who had previously been pressing to investigate the killings. "You can not acquire jurisdiction over me, not in a million years", he said.

"Duterte is engaged in a wild anti-communist witch hunt under the guise of anti-terrorism", he said.

Tauli-Corpuz, appointed in 2014 as United Nations special rapporteur on the rights of indigenous peoples, was listed in the petition as a senior member of the Maoist rebel group.

The Department of Justice last month said it wanted a Manila court to declare the Communist Party of the Philippines (CPP) and its armed wing, the New People's Army (NPA), "terrorist" bodies, but made no mention of individuals it would also target.

Also on the list were four former Catholic priests and former congressman Satur Ocampo, who said he would challenge any "terrorist" label.

The woman in question - Vicky Tauli-Corpuz says she now fears for her safety.
