But the push to pass the massive legislation underscored enduring divisions within both parties, and those rifts are likely to make the next fight over immigration even more challenging. Protection from deportation for those brought to this country as children without legal documents runs out March 5, and Trump's Chief of Staff John Kelly has indicated his boss is unlikely to sign an extension, miffed that his pursuit of a larger immigration overhaul has been rejected.

Lawmakers rushed to limit the disruption and impact over the lapse in government funding, voting in the middle of the night to reopen agencies before workers were due to report to the office.

Sen. Rand Paul did not share the urgency.

Republicans rode the tea party wave to power eight years ago on a message of fiscal responsibility and attacking budget deficits, and kept at it during President Barack Obama's two terms. Next week the White House is expected to announce a $1.5 trillion infrastructure proposal that would require $200 billion in government funding - 10 times what was allotted in the just-passed spending bill.

He said he hoped his stand would teach conservatives "to not accept just anything because it comes from a GOP Congress". Trump tweeted after signing the legislation.

The unexpected turn of events in the Senate underscored the persistent inability of the Republican-controlled Congress and Republican President Donald Trump to deal effectively with Washington's most basic fiscal obligations.

The bill includes huge spending increases sought by Republicans for the Pentagon, along with a big boost demanded by Democrats for domestic agencies. If it is, there would be no practical interruption in federal government business.

But the 652-page budget bill says nothing about protection for the "Dreamer" immigrants.

After Senate action, the House vote could come before dawn, making the shutdown a short one.

He urged Americans to vote for more Republicans in 2018.

The Senate-crafted bill, backed by Trump, although he played little role in its drafting, would end for many months, at least beyond November's midterm congressional elections, the fiscal policy squabbling that has consumed Congress for months. Senate Republicans have pledged to hold a separate immigration debate this month. "I think we will", he said in a radio interview.

Trump also appeared grateful that the Democrats did not shut down the government over amnesty for DACA recipients.

"Now we have Republicans hand in hand with Democrats offering us trillion-dollar deficits", Paul said. The setback left party members divided. But Rep. Luis Gutierrez, D-Ill., said anyone supporting the spending measure was "colluding with this president and this administration to deport Dreamers".

"I love bipartisanship, as you know", said Sen.

But House Republican leaders said the package would be approved, possibly before the start of the work day. "Fortunately, DACA not included in this Bill, negotiations to start now!"
