The Senate went into recess just before 11 p.m. Rand Paul was in the news for a scuffle, it involved a neighbor who's admitted tackling him in his yard over a lawn dispute. "I didn't come up here to be liked", said Paul, whose actions during a seven-year Senate career make it likely that many colleagues would silently answer, "Mission accomplished".

"Now we have the Republicans, hand in hand with the Democrats, offering us a deficit of a trillion dollars", he added. He said he could not "look the other way because my party is now complicit in the deficits". The Republicans got the spending that they wanted.

The colossal bill, which lawmakers have been negotiating for months, would be a game-changing piece of legislation, clearing the decks for Congress in dealing with major spending issues as well as doling out disaster relief money.

The Senate has passed a two-year budget bill and sent the legislation to the House for approval in a bid to end a shutdown of the USA government, the second in three weeks.

Some lawmakers, including Flake, have suggested they may have to fall back on a temporary DACA extension with modest border security measures if lawmakers can not agree on a broader immigration reform bill. The House voted 240-186 to approve the bill just before dawn Eastern time, hours after the Senate had approved the measure on a 71-28 vote.

The White House kept its distance from the quarreling on Capitol Hill. A senior administration official had said Trump would sign the bill before noon but was unlikely to do so before 9 a.m., when federal employees would be back at work.

A carefully crafted, bipartisan stopgap funding and budget package was introduced with confidence earlier this week by Senate leaders, who predicted swift passage before the expiration at midnight on Thursday of current funding authority.

Mr Paul brushed off pleas from his fellow Republicans, who billed the budget plan as an "emergency" measure needed for a depleted military.

This, Paul wrote, prompted so much furor from "Big Government advocates in Congress and in the media" it was as if he "had asked them to shut down forever".


"I don't know why we are basically burning time here", Mr Cornyn said.

Approval of the measure in the Senate seemed assured - eventually - but the situation in the House remained dicey.

The Senate had already approved the bipartisan spending legislation that will extend funding to the government through March 23 and boost disaster aid funding by around $90 billion for Texas, Florida and Puerto Rico that were battered by hurricanes a year ago.

House GOP leaders said they were confident they had shored up support among conservatives for the measure, which would shower the Pentagon with money but add hundreds of billions of dollars to the nation's $20 trillion-plus debt.

Earlier this week, President Trump said he "would love to see" a United States government shutdown in case there was not an agreement to finance the wall he proposes to build on the border with Mexico.

For her part, the president of the Hispanic Caucus in Congress, Michelle Lujan Grisham, issued a statement after voting against the bill, saying: "it is unacceptable for Republicans to control every branch of government, yet continue to govern so recklessly".

The sweeping spending bill ended the seconf government shutdown in less than a month.
