House vote set to avoid shutdown and fund Pentagon for full year

However, Senate leaders from both the Republican and Democratic parties were discussing a two-year deal to lift spending caps on defence and domestic programmes, which suggests that they would probably not support the House-version spending bill.

The Senate has passed a massive, bipartisan budget agreement and spending bill to reopen the shuttered federal government.

The Senate vote was delayed until past midnight by Kentucky Republican Rand Paul - who spoke passionately for hours on the Senate floor Thursday evening as he tried to force a vote on an amendment that would effectively undermine the budget deal.

McConnell heralded the deal on the floor of the Senate early in the afternoon, while Minority Leader Chuck Schumer - often a foil for McConnell and the White House - called it "very good for the American people".


As the political theater played out on Capitol Hill, the White House was advising agencies to prepare for a shutdown and what the Office of Management and Budget was calling "a lapse in appropriations".

GOP leaders announced they would seek to pass the stopgap spending bill by marrying it with a full-year, $659 billion Pentagon spending bill that's a top priority of the party's legion of defense hawks. House Democratic leader Nancy Pelosi said she would oppose the accord unless Ryan promises to advance legislation to protect hundreds of thousands of young adult immigrants, known as "Dreamers", brought to the United States illegally as children. In January, Senate Democrats voted against a short-term spending bill because it did not provide protections for Dreamers.

The accord was announced by Republican Senate Majority Leader Mitch McConnell of Kentucky and Democratic Minority Leader Chuck Schumer of NY. At the same time, many liberal Democrats wanted to withhold their support as leverage to win concessions on immigration policy.

On Thursday, House Speaker Paul Ryan gave his full support to the bill to try to rally others in chamber to also vote yes - saying the military is at risk without the money, while acknowledging the deal includes partisan compromises and isn't ideal.

"This budget deal is a genuine breakthrough", said Schumer, who said the agreement would "break the long cycle of spending crises".

The US government has officially shut down for the second time this year because Congress failed to meet a deadline to vote on a new budget.

"We don't need a shutdown over this", she told him. "We are going to deliver our share of support".
