Trump's signature brought an end to a partial government shutdown that had been triggered in the early hours of Friday as Congress was still debating the budget deal. But the government stumbled into the shutdown, the second in three weeks, at midnight after a single senator mounted a protest over the budget-busting deal and refused to give in.

With the immigration fight looming, Congress voted overnight to finance the government through March 23, giving budget-writers time to craft detailed legislation funding agencies through the rest of this fiscal year.

For all the talk about shaking up Washington, President Donald Trump and Congress have resolved the latest budget crisis by the most conventional and time-honored of ways: spreading money around until the requisite votes appear.

However, House GOP leaders said they were confident they had shored up support among conservatives for the measure, which would shower the Pentagon with money but add hundreds of billions of dollars to the nation's $20 trillion-plus debt.

House Democratic leaders opposed the measure - arguing it should resolve the plight of Dreamers - but not with all their might.

But under Senate rules, a vote can't occur on a bill the House sends for two days unless every member agrees to a unanimous consent to waive the requirement. Pete Aguilar (D-California) and Will Hurd (R-Texas), and the Goodlatte bill preferred by the bulk of House Republicans.

Ryan didn't immediately respond.

"Without more Republicans in Congress, we were forced to increase spending on things we do not like or want in order to finally, after many years of depletion, take care of our Military", he wrote. Opponents have called the move "unprecedented", But House PreK-12 Education Appropriations Chair Manny Diaz says the practice makes sense.

The episode was a clear defeat for those who had followed a risky strategy to use the party's leverage on the budget to address immigration. Protection for the Dreamers under former president Barack Obama's Deferred Action for Childhood Arrivals program, or DACA, expires next month.

That part of the overall package was a bipartisan attempt by Senate leaders to end for many months, at least beyond November's midterm congressional elections, the fiscal policy quarrels that increasingly consume Congress. But they pointed to money they have long sought for the Pentagon, which they say needs huge sums for readiness, training and weapons modernization.

"I love bipartisanship, as you know, " said Sen. "We will solve this DACA problem".

A deal seemed likely until Sen. "I'm confident we can get there".
