Wolf administration directs that all new voting systems must provide paper record

State Republican leaders said they've agreed on a redrawn congressional district map.

One scenario is that Democrats and Republicans will compromise on a plan that looks nicer and is more likely to produce a congressional delegation that roughly matches the partisan alignment of the state.

The governor says he plans to review it, and depending on his decision, new congressional districts could soon be set in Pennsylvania. He has until Thursday to let the high court know if he supports it.

"The map that Republicans put forward last night does practically nothing to fix the partisan gerrymandering that the Pennsylvania Supreme Court found violated the state's constitution", Eric Holder, former US attorney general and chairman of the National Democratic Redistricting Committee, said in a statement.

The GOP-drawn map passed in 2011 has been a political victor for Republicans, giving them a 13-5 advantage in three straight elections in a state with more registered Democrats than Republicans. "Then, a 5-2 Democratic vote on the Pennsylvania Supreme court invalidates our map, it's completely wrong", Turzai said.


The plan is in response to an order by the state Supreme Court that gave the General Assembly three weeks to provide Wolf with a replacement.

The court declared the 2011 Republican-crafted map unconstitutional and directed the General Assembly to propose a new one and send it to Democratic Gov. Tom Wolf. The map is meant to replace a districting plan declared unconstitutional by the Pennsylvania Supreme Court. Wolf has until Thursday, Feb. 15 to approve a map and submit it to the court for consideration.

Democrats hope to take control of the U.S. House in elections this fall, and their path to a majority runs through moderate turf in places like the Philadelphia suburbs. That would have been true under the proposed map as well, according to an Inquirer/Daily News analysis.

A Republican aide involved in developing the map says voter performance wasn't considered for any candidate.
