California Couple Jailed for Allegedly Torturing Their Children

One woman said: "This family held their children captive in their house and chained them, their kids, to their beds".

Police said they were alerted to the situation in the house in Perris, California, by a 17-year-old girl who escaped and called them on a cellphone.

Upon arriving at the Californian couple's home and entering the basement, the law enforcement authorities were greeted by a nightmarish scene: several individuals were found chained to filthy beds, and there was a foul smell in the basement.

The police in a statement did not detail the parents' motive for holding the children hostage, and a police spokesman said he had no further details.

The sheriff's office said "the victims were provided with food and beverages after they claimed to be starving".

CEO of Corona Regional Medical Center, Mark Uffer, says, "I've been in healthcare for a long time, I've never seen this".

A neighbor who spoke with United Kingdom paper the Mirror described Louise Anna Turpin, 49, as acting "weird" as police took her and her husband David Allen Turpin, 57, were taken into custody. Their bail has been set at $9 million each.

ABC News spoke with David Turpin's parents, who said they are shocked by the allegations and that David and Louise Turpin are considered a "good Christian family" in their community.

California records list David Turpin as the principal of the private Sandcastle Day School at the same address in Perris.

Mr Turpin, a former engineer, filed for bankruptcy in 2011.

The parents were each charged with nine counts of torture and 10 counts of child endangerment, according to Reuters.

They were placed in protective custody, under the care of either county Child Protective Services or Adult Protective Services personnel. Officers initially thought she was about 10 years old.

It was not immediately known if they had attorneys.

"They only came out at night", she told the news outlet.
