The bill made it through the House on a close vote and was nearly immediately passed by the Senate. Some hardline conservatives signaled concerns about a December 22 deadline but are expected to back the first continuing resolution to avert a shutdown.

The bill was then taken up by the Senate less than an hour later and passed handily, with many Democrats supporting the bill. Lawmakers passed it in a 235-193 vote. Fourteen Democrats voted for the measure backed by the GOP leadership and 18 Republicans defecting from their party.

"Until we get those assurances, we are just kicking a can down the road", said Republican Representative Andy Biggs, a member of the Freedom Caucus. Mr. Trump wants increases for the military - Mr. Mattis spoke about readiness in the Situation Room - while Democrats want to protect 800,000 immigrant "Dreamers" who were brought to the US illegally as children, raising the specter of a shutdown showdown.

Leaders from both parties met with President Donald Trump on Thursday to start these negotiations after a similar meeting was canceled last week.

Mattis and Mulvaney are seen on Capitol Hill as the pivotal figures in an internal clash within the Trump administration over whether to cut a deal with Democrats to hike domestic spending to secure an increase in the military budget.

Pelosi sent mixed signals on how far Democrats would go to secure their priorities, saying on one hand that "Democrats are not willing to shut government down" but on the other that they "will not leave" Washington for the holidays without a fix for Dreamers.


House conservatives say they will reject any bill that ties DACA to spending. "If they don't fight on the 22nd, I think that there will be a lot of very disappointed Republican members well beyond just the Freedom Caucus".

Pelosi said Democrats will oppose today's expected vote because the legislation lacks funding to address opioid addiction, pensions, community health centers, veteran funding, children's health insurance funding, the Dream Act and emergency disaster relief.

GOP leaders will have to make tough decisions in the days ahead, since any proposal will need support from at least eight Senate Democrats to get to 60 votes and make it through the upper chamber.

Ryan declined Thursday to confirm any such deal; Pelosi said it would be a nonstarter for Democrats.

"As we raise the caps, we are calling for parity", she said.
