Before Mugabe's speech, Mnangagwa was named as Zanu-PF's new leader and candidate for the 2018 general elections.

On Monday evening, army chief Constantino Chiwenga said that progress had been made in talks towards an apparent deal over Mugabe's exit.

Zimbabwe's ruling Zanu-PF party has officially notified President Mugabe of his removal as party president and will table a motion to impeach him on Tuesday after a deadline it set for his resignation passed.

Mugabe ploughed on for a few more minutes‚ rounding up by saying: "We must learn to forgive and resolve contradictions‚ real or perceived‚ in a comradely Zimbabwean spirit". It also said he had abused his constitutional mandate to favour his unpopular wife Grace, 52, whose tilt at power triggered the backlash from the army that brought tanks onto the streets of the capital.

At one point, protesters tried to storm the building, in frustration at what is becoming a long drawn-out process.

This fight included a struggle for social and economic empowerment which is all but lost now due to reasons clearly stated in the Impeachment Call by Zanu Pf Members of Parliament.

In Luanda, the 15-nation Southern African Development Community (SADC) announced it was sending two high-powered envoys to Zimbabwe - Angolan President Joao Lourenco and South African President Jacob Zuma.

Zanu-PF's action follows a weekend of high drama in Harare that culminated in reports Mugabe had agreed to stand down - only for him to dash the hopes of millions of his countrymen in a freaky and rambling national address on Sunday night.

"Several groups, including students‚ general workers‚ opposition party members‚ vendors‚ religious organisations and ordinary citizens led by our war veterans‚ our party members in Zanu PF‚ civic society‚ and all races of colour and creed in Zimbabwe clearly demonstrated without violence their insatiable desire to have the resignation of His Excellency‚ Cde Robert Gabriel Mugabe", he said. "He's playing a game", he said.

"I Robert Gabriel Mugabe in terms of section 96 of the constitution of Zimbabwe hereby formally tender my resignation... with immediate effect", said speaker Mudenda, reading the letter.

He has called for the weekly cabinet meeting on Tuesday, which would be the first time ministers meet him since last week's military takeover dubbed "Operation Restore Legacy".

Mnangagwa said he had rejected an invitation by Mugabe to return home to discuss the current political situation.

Since last week, Mugabe has been confined to his lavish "Blue Roof" residence in Harare, apart from two trips to State House to meet the generals and one to a university graduation ceremony at which he appeared to fall asleep. Inflation reached 500 billion percent in 2008.

Mugabe has been at the forefront of Zimbabwe's government ever since the country was founded in 1980. Behind the euphoria, however, some Zimbabweans have misgivings.

"When we say an impeachment in the Zimbabwean context, it actually means a trial", he told VOA, noting that the president is allowed to present arguments in his defense at the impeachment hearing.
