Brexit reports stay secret, says David Davis

The unpublished papers show how Brexit will impact 88% of the British economy.

Brexit Secretary David Davis has told the Cabinet that up to 5,000 extra staff are to be recruited by HM Revenue and Customs next year to deal with Britain's withdrawal from the EU.

Mr Davis told the Cabinet the move was part of an ongoing process which had already seen almost 3,000 posts created across government to support Brexit efforts.

The Brexit Secretary said he was seeking an "intensification" of negotiations, but told the House of Lords EU Committee that Britain was "on timetable" to achieve its desired outcome by the scheduled date of withdrawal from the EU in March 2019. "Without the necessary safe space for unreserved instruction in commissioning briefs, the quality of the eventual advice from the respective exercise would be diminished and would in turn lead to poorer decision making".

But Labour MP Seema Malhotra, of the Commons Brexit committee, said: 'The government's lack of transparency remains a key concern'.


Davis will give a detailed presentation on the state of Brexit to the cabinet on Tuesday morning, which will include an assessment of a "no deal" scenario alongside pushing Theresa May's hopes for an agreement with the EU.

However, chief European Union negotiator Michel Barnier has said there will be no special deal for the United Kingdom, indicating an existing model will likely be adopted as the basis for any agreement.

May is hoping talks will progress on the issues of money, Northern Ireland and citizens' rights to allow negotiations to move on to trade by December but, so far, there are no scheduled further rounds between David Davis, the Brexit secretary, and the European Union chief negotiator Michel Barnier.

Former Lib Dem leader Nick Clegg, Tory ex-chancellor Ken Clarke and Labour's Lord Adonis met Mr Barnier in Brussels.

Alexander Winterstein, a European commission spokesman, insisted that the only negotiations taking place were those involving the teams led by Davis and Barnier.
